there's actually quite a few public high schools that don't have orchestras. they might just have a marching band, which rides on the athletics funds. or no music department at all. some schools don't even get enough funding for athletics, but that's not the school's faults. for schools in my area, we rely on taxes and levies to pass in order to get the necessary funding. it doesn't mean the school itself is bad.

Sure, that happens depending on the area and whatnot. But this is a large, public, 100+ year old, well-established school that caters to a huuuuge group of students in the NYC metro area. For a school like this not to have the necessary funding for even a small strings group is kind of weird, and there is definitely enough evidence to suggest that the school is really mediocre in other areas as well. In this case, I think it is the school itself.
